The Prophet ﷺ only gouged out their eyes because they had gouged out the eyes of the shepherds.

إنما سمل النبي ﷺ أعينهم لأنهم سملوا أعين الرعاة
Muslim also narrated it in the Book of Qasamah and Highway Robbers, chapter on the ruling concerning highway robbers and apostates, hadith no. 1671/14, from Fadl bin Sahl, with the same wording.The saying of Ibn Sirin: I could not find it.
