Mujahid reported,
"Retaliation has been prescribed for you in cases of murder, the free for the free" [Baqarah 2:178]. He said, "The Children of Israil were bound by retaliation, and blood-money was not an option for them. Then Allah 
revealed blood-money to them, making it available to this nation as a relief from what had been imposed upon the Children of Israil."

{كتب عليكم القصاص في القتلى الحر بالحر} قال كان بنو إسرائيل عليهم القصاص وليس عليهم الدية فأنزل الله عز وجل عليهم الدية فجعلها على هذه الأمة تخفيفا على ما كان على بني إسرائيل
