Urwa bin Zubayr reported,

I said to Ayesha, the wife of the Prophet ﷺ, "I do not see any sin on a person who does not perform the saee between Safa and Marwa, and I would not mind not making the saee between them."She replied, "What an awful thing you have said, son of my sister. The Messenger of Allah ﷺ performed saee between them, and the Muslims did the same, so it became an established practice. The saee was originally something done by those who used to make pilgrimage to the idol Manat the Taghiyah, which stood at Mushallal, and they would not perform saee between Safa and Marwa. When Islam came, we asked the Prophet ﷺ about this, and Allah revealed, 'Indeed, Safa and Marwa are among the symbols of Allah. So whoever makes pilgrimage to the House or performs umrah, there is no blame upon him for going between them' [Baqarah 2:158]. Had it been as you say, the verse would have read, 'There is no blame upon him for not going between them.'"Zuhri said, I mentioned this to Abu Bakr bin Abdul-Rahman bin Harith bin Hisham, and it pleased him greatly. He said, "This is true knowledge. I have heard some men of learning say that those Arabs who refused to perform saee between Safa and Marwa used to say, 'Our circumambulation between these two stones is a practice of the days of ignorance.' Others, from the Ansar, said, 'We were only commanded to circumambulate the House, we were not commanded to do so between Safa and Marwa.' So Allah revealed, 'Indeed, Safa and Marwa are among the symbols of Allah' [Baqarah 2:158]."Abu Bakr bin Abdul-Rahman said, "I think it was revealed concerning both groups."

عن عروة بن الزبير قال

قلت لعائشة زوج النبي ﷺ ما أرى على أحد لم يطف بين الصفا والمروة شيئا وما أبالي أن لا أطوف بينهما قالت بئس ما قلت يا ابن أختي طاف رسول الله ﷺ وطاف المسلمون فكانت سنة وإنما كان من أهل لمناة الطاغية التي بالمشلل لا يطوفون بين الصفا والمروة فلما كان الإسلام سألنا النبي ﷺ عن ذلك فأنزل الله عز وجل {إن الصفا والمروة من شعائر الله فمن حج البيت أو اعتمر فلا جناح عليه أن يطوف بهما} ولو كانت كما تقول لكانت فلا جناح عليه أن لا يطوف بهما قال الزهري فذكرت ذلك لأبي بكر بن عبد الرحمن بن الحارث بن هشام فأعجبه ذلك وقال إن هذا العلم ولقد سمعت رجالا من أهل العلم يقولون إنما كان من لا يطوف بين الصفا والمروة من العرب يقولون إن طوافنا بين هذين الحجرين من أمر الجاهلية و قال آخرون من الأنصار إنما أمرنا بالطواف بالبيت ولم نؤمر به بين الصفا والمروة فأنزل الله عز وجل {إن الصفا والمروة من شعائر الله} قال أبو بكر بن عبد الرحمن فأراها قد نزلت في هؤلاء وهؤلاء
