Hisham bin Urwa reported,

I said to Ayesha, "I see no harm in my not making the circuit between Safa and Marwa."She asked, "Why is that?"I replied, "Because Allah says, 'Indeed, Safa and Marwa are among the symbols of Allah'" [Baqarah 2:158], and I recited the rest of the verse.She said, "Were it as you say, it would have read, 'there is no harm in his not making the circuit between them.' This was revealed only concerning certain people of the Ansar. In the days of ignorance, whenever they entered the state of consecration, they did so for the idol Manat, and so they considered it unlawful to make the circuit between Safa and Marwa. When they came with the Prophet ﷺ for the pilgrimage, they mentioned this to him, and Allah Most High revealed this verse. By my life, Allah has not completed the pilgrimage of anyone who does not make the circuit between Safa and Marwa."

و حدثنا أبو بكر بن أبي شيبة حدثنا أبو أسامة

حدثنا هشام بن عروة أخبرني أبي قال

قلت لعائشة ما أرى علي جناحا أن لا أتطوف بين الصفا والمروة قالت لم قلت لأن الله عز وجل يقول {إن الصفا والمروة من شعائر الله} الآية فقالت لو كان كما تقول لكان فلا جناح عليه أن لا يطوف بهما إنما أنزل هذا في أناس من الأنصار كانوا إذا أهلوا أهلوا لمناة في الجاهلية فلا يحل لهم أن يطوفوا بين الصفا والمروة فلما قدموا مع النبي ﷺ للحج ذكروا ذلك له فأنزل الله تعالى هذه الآية فلعمري ما أتم الله حج من لم يطف بين الصفا والمروة
