Urwa bin Zubayr reported,

I asked Ayesha, and he related the hadith in similar wording. He said in the hadith, when they asked the Messenger of Allah ﷺ about that, they said, "Messenger of Allah, we used to feel uneasy about making the circuit between Safa and Marwa." Then Allah revealed, "Indeed, Safa and Marwa are among the symbols of Allah, so whoever performs Hajj to the House or performs Umrah, there is no blame upon him for circling between them" [Baqarah 2:158].Ayesha said, "The Messenger of Allah ﷺ established the circuit between them as a Sunnah, so it is not permissible for anyone to omit the circuit between them."

و حدثني محمد بن رافع حدثنا حجين بن المثنى حدثنا ليث عن عقيل عن ابن شهاب أنه قال أخبرني

عروة بن الزبير قال

سألت عائشة وساق الحديث بنحوه وقال في الحديث فلما سألوا رسول الله ﷺ عن ذلك فقالوا يا رسول الله إنا كنا نتحرج أن نطوف بالصفا والمروة فأنزل الله عز وجل {إن الصفا والمروة من شعائر الله فمن حج البيت أو اعتمر فلا جناح عليه أن يطوف بهما} قالت عائشة قد سن رسول الله ﷺ الطواف بينهما فليس لأحد أن يترك الطواف بهما
