Abu Musa Ashari reported,

Abu Musa said, I came to the Messenger of Allah ﷺ while he was encamped at Batha.He asked me, "Have you begun the Hajj?"I said, "Yes."He asked, "With what did you enter the state of consecration?"I said, "I answered the call with a consecration like the consecration of the Prophet ﷺ."He said, "You have done well. Circle the House, and go between Safa and Marwa, and then leave the state of consecration."So I circled the House and went between Safa and Marwa. Then I went to a woman of the tribe of Qays and she deloused my hair, and afterward I entered the state of consecration for Hajj.I used to give people this ruling until the caliphate of Umar رضي الله عنه, when a man said to him, "Abu Musa," or he said, "Abdullah bin Qays, go slowly with some of your rulings, for you do not know what the Commander of the Faithful has introduced regarding the rites since your time."So Abu Musa announced, "People, whoever we have given a ruling to should wait, for the Commander of the Faithful is coming to you, so follow him."Then Umar رضي الله عنه arrived, and I mentioned the matter to him.He said, "If we take the Book of Allah, the Book of Allah commands us to complete the rites. And if we take the sunnah of the Messenger of Allah ﷺ, the Messenger of Allah ﷺ did not leave the state of consecration until the sacrificial animal reached its place of slaughter."
