Abu Musa Ashari reported,

I came to the Messenger of Allah ﷺ while he was resting his camel at al-Batha.He asked me, "Have you performed Hajj?"I replied, "Yes."He asked, "With what intention did you enter the state of ihram?"I said, "I declared, 'Labbayk,' with an ihram like the ihram of the Prophet ﷺ."He said, "You have done well. Perform tawaf around the House and walk between Safa and Marwa, then exit the state of ihram."So I performed tawaf around the House and walked between Safa and Marwa. Then I went to a woman from Banu Qays, and she combed out my hair. Afterward, I entered ihram for Hajj.I used to give people this ruling until the caliphate of Umar . A man said to me, "Abu Musa," or, "Abdullah bin Qays, hold back on some of your rulings, for you do not know what the Commander of the Faithful has introduced regarding the rites since you last knew."So I announced, "People, whoever has received a ruling from us, let him wait, for the Commander of the Faithful is coming to you. Follow him."When Umar arrived, I mentioned this to him.He said, "If we follow the Book of Allah, the Book of Allah commands completion. And if we follow the Sunnah of the Messenger of Allah ﷺ, the Messenger of Allah ﷺ did not exit ihram until the sacrificial animal had reached its place of slaughter."

حدثنا محمد بن المثنى وابن بشار قال ابن المثنى حدثنا محمد بن جعفر أخبرنا شعبة عن قيس بن مسلم عن طارق بن شهاب

عن أبي موسى قال

قدمت على رسول الله ﷺ وهو منيخ بالبطحاء فقال لي أحججت فقلت نعم فقال بم أهللت قال قلت لبيك بإهلال كإهلال النبي ﷺ قال فقد أحسنت طف بالبيت وبالصفا والمروة وأحل قال فطفت بالبيت وبالصفا والمروة ثم أتيت امرأة من بني قيس ففلت رأسي ثم أهللت بالحج قال فكنت أفتي به الناس حتى كان في خلافة عمر رضي الله عنه فقال له رجل يا أبا موسى أو يا عبد الله بن قيس رويدك بعض فتياك فإنك لا تدري ما أحدث أمير المؤمنين في النسك بعدك فقال يا أيها الناس من كنا أفتيناه فتيا فليتئد فإن أمير المؤمنين قادم عليكم فبه فأتموا قال فقدم عمر رضي الله عنه فذكرت ذلك له فقال إن نأخذ بكتاب الله فإن كتاب الله يأمر بالتمام وإن نأخذ بسنة رسول الله ﷺ فإن رسول الله ﷺ لم يحل حتى بلغ الهدي محله
