Abu Musa Ashari reported,

I came to the Messenger of Allah ﷺ while he had made his camel kneel at al-Batha.He asked, "What did you enter ihram for?"I replied, "I entered ihram with the same intention as the Prophet ﷺ."He asked, "Have you brought any sacrificial animal with you?"I said, "No."He said, "Then circumambulate the House, walk between Safa and Marwa, and then exit ihram."So I circumambulated the House and walked between Safa and Marwa. Then I went to a woman from my people who combed my hair and washed my head. I used to give people this very ruling during the rule of Abu Bakr and the rule of Umar.While I was standing at the season of Hajj, a man came to me and said, "You do not know what the Commander of the Believers has newly decided regarding the rites."So I said, "People, whoever we have given a ruling to about anything, let him wait. The Commander of the Believers is on his way to you, so follow his guidance."When he arrived, I said, "Commander of the Believers, what is this that you have newly decided regarding the rites?"He replied, "If we follow the Book of Allah, then Allah said, 'And complete the Hajj and Umrah for Allah' [Baqarah 2:196]. And if we follow the Sunnah of our Prophet, peace and blessings be upon him, then the Prophet ﷺ did not exit ihram until he had sacrificed the offering."

و حدثنا محمد بن المثنى حدثنا عبد الرحمن يعني ابن مهدي حدثنا سفيان عن قيس عن طارق بن شهاب

عن أبي موسى رضي الله عنه قال

قدمت على رسول الله ﷺ وهو منيخ بالبطحاء فقال بم أهللت قال قلت أهللت بإهلال النبي ﷺ قال هل سقت من هدي قلت لا قال فطف بالبيت وبالصفا والمروة ثم حل فطفت بالبيت وبالصفا والمروة ثم أتيت امرأة من قومي فمشطتني وغسلت رأسي فكنت أفتي الناس بذلك في إمارة أبي بكر وإمارة عمر فإني لقائم بالموسم إذ جاءني رجل فقال إنك لا تدري ما أحدث أمير المؤمنين في شأن النسك فقلت أيها الناس من كنا أفتيناه بشيء فليتئد فهذا أمير المؤمنين قادم عليكم فبه فأتموا فلما قدم قلت يا أمير المؤمنين ما هذا الذي أحدثت في شأن النسك قال إن نأخذ بكتاب الله فإن الله عز وجل قال {وأتموا الحج والعمرة لله} وإن نأخذ بسنة نبينا عليه الصلاة والسلام فإن النبي ﷺ لم يحل حتى نحر الهدي
