Jabir bin Abdullah reported,

We entered the state of ihram with the Messenger of Allah ﷺ intending Hajj. When we arrived in Mecca, he ordered us to release ourselves from ihram and treat it as Umrah. This weighed heavily on us and our chests felt tight about it. Word of this reached the Prophet ﷺ, and we do not know whether something had come to him from heaven or whether something had reached him from people. He said, "People, release yourselves from ihram. Had it not been for the sacrificial animal I have with me, I would have done as you do."So we came out of ihram, even approaching our wives and doing what one in a non-consecrated state does, until the Day of Tarwiyah came. Then, with Mecca behind us, we entered ihram for Hajj.
