The Messenger of Allah ﷺ would have his caller announce on a rainy night, or a cold and windy night, "Pray in your dwellings."
حدثنا محمد بن الصباح حدثنا سفيان بن عيينة عن أيوب عن نافع
كان رسول الله ﷺ ينادي مناديه في الليلة المطيرة أو الليلة الباردة ذات الريح صلوا في رحالكم
Its chain of transmission is sahih. Abu Dawud narrated it in the Book of Prayer, chapter on staying away from congregational prayer on a cold night or a rainy night, hadith no. 1060 and 1061, from the hadith of Ayub, through this route. It has other chains in Bukhari, hadith no. 666, and Muslim, hadith no. 697, and others.
