Someone asked, "Messenger of Allah, when should we abandon enjoining good and forbidding evil?"He replied, "When there appears among you what appeared in the nations before you."We asked, "Messenger of Allah, what appeared in the nations before us?"He said, "Kingship among your young, immorality among your elders, and knowledge among your lowest."Zayd explained the meaning of the Prophet's ﷺ statement "and knowledge among your lowest" as when knowledge resides among the corrupt.

قيل يا رسول الله متى نترك الأمر بالمعروف والنهي عن المنكر قال إذا ظهر فيكم ما ظهر في الأمم قبلكم قلنا يا رسول الله وما ظهر في الأمم قبلنا قال الملك في صغاركم والفاحشة في كباركم والعلم في رذالتكم قال زيد تفسير معنى قول النبي ﷺ والعلم في رذالتكم إذا كان العلم في الفساق
[Its chain is hasan] Ahmad reported it (3/187), with a scribal error in the printed edition, from Zayd bin Yahya through this chain, and a group followed him in narrating it (Mushkil Athar 4/314, Hilyah 5/185, and others), and Busiri graded it sahih.
