The Prophet ﷺ said, "None of you should withhold his surplus water in order to thereby prevent others from grazing their animals."
حدثنا هشام بن عمار حدثنا سفيان عن أبي الزناد عن الأعرج
عن النبي ﷺ قال لا يمنع أحدكم فضل ماء ليمنع به الكلأ
Bukhari narrated it in Musaqat, in the chapter "One who said that the owner of the water has more right to the water until he has watered [his crops] to satisfaction..." etc., no. 2353, 6962, and Muslim in Musaqat, the aforementioned chapter, no. 1566, from the hadith of Abu Zinad.
