The Messenger of Allah ﷺ said, "Charity is not lawful for a wealthy person except in five cases. For the one who collects it, the one fighting in the cause of Allah, the wealthy person who purchases it with his own money, the poor person who received it as charity and then gave it as a gift to a wealthy person, or one burdened with debt."
حدثنا محمد بن يحيى حدثنا عبد الرزاق أنبأنا معمر عن زيد بن أسلم عن عطاء بن يسار
قال رسول الله ﷺ لا تحل الصدقة لغني إلا لخمسة لعامل عليها أو لغاز في سبيل الله أو لغني اشتراها بماله أو فقير تصدق عليه فأهداها لغني أو غارم
[Isnad sahih] Abu Dawud narrated it in the Book of Zakat, chapter "On Who May Take Charity While Being Wealthy," no. 1636, from the hadith of Abdul-Razzaq with this wording. Ibn Khuzayma graded it sahih, no. 2374, as did Hakim, 1/407, 408, according to the criteria of the two Shaykhs, and Dhahabi agreed with him. It has been criticized on grounds that do not undermine it.
