Abdullah bin Abbas reported,

Shaybani reported, and Abu al-Hasan al-Sawai also mentioned it, and I believe he only related it from Ibn Abbas, regarding the verse "Believers, it is not lawful for you to inherit women against their will, nor to prevent them from marrying in order to take back part of what you have given them" [Nisa 4:19].He said, "When a man died, his relatives had more right to his wife than her own family. If one of them wished, he could marry her himself. If they wished, they could marry her off to someone else, and if they wished, they could prevent her from marrying altogether. They held more authority over her than her own family did. So this verse was revealed concerning that practice."

حدثنا محمد بن مقاتل حدثنا أسباط بن محمد حدثنا الشيباني عن عكرمة

عن ابن عباس قال

الشيباني وذكره أبو الحسن السوائي ولا أظنه ذكره إلا عن ابن عباس {يا أيها الذين آمنوا لا يحل لكم أن ترثوا النساء كرها ولا تعضلوهن لتذهبوا ببعض ما آتيتموهن} قال كانوا إذا مات الرجل كان أولياؤه أحق بامرأته إن شاء بعضهم تزوجها وإن شاءوا زوجوها وإن شاءوا لم يزوجوها فهم أحق بها من أهلها فنزلت هذه الآية في ذلك
