Shaqiq bin Salama reported,

I was with Abdullah and Abu Musa when Abu Musa said to him, "Abu Abdul-Rahman, what do you say about a person who becomes ritually impure and cannot find water? What should he do?"Abdullah replied, "He should not pray until he finds water."Abu Musa said, "Then what do you make of what Ammar said when the Prophet ﷺ told him, 'That would have been enough for you'?"Abdullah answered, "Don't you see that Umar was not satisfied with that?"Abu Musa said, "Set aside Ammar's statement, then. What do you make of this verse?"Abdullah did not know what to say, so he replied, "If we were to grant them this concession, then whenever one of them found the water cold, he would be likely to leave it and perform tayammum."I said to Shaqiq, "So Abdullah disliked it only for this reason?"He said, "Yes."

حدثنا عمر بن حفص قال حدثنا أبي قال حدثنا الأعمش قال سمعت

شقيق بن سلمة قال

كنت عند عبد الله وأبي موسى فقال له أبو موسى أرأيت يا أبا عبد الرحمن إذا أجنب فلم يجد ماء كيف يصنع فقال عبد الله لا يصلي حتى يجد الماء فقال أبو موسى فكيف تصنع بقول عمار حين قال له النبي ﷺ كان يكفيك قال ألم تر عمر لم يقنع بذلك فقال أبو موسى فدعنا من قول عمار كيف تصنع بهذه الآية فما درى عبد الله ما يقول فقال إنا لو رخصنا لهم في هذا لأوشك إذا برد على أحدهم الماء أن يدعه ويتيمم فقلت لشقيق فإنما كره عبد الله لهذا قال نعم
