Abu Musa said to Abdullah bin Masud, "If a person cannot find water, should he not pray?"Abdullah replied, "If I were to grant them this concession, then whenever one of them found the water cold, he would do this," meaning he would perform tayammum and pray.Abu Musa said, "I asked, 'Then what about what Ammar said to Umar?'"Abdullah answered, "I did not see that Umar was satisfied with what Ammar said."
