Abu Shurayh reported,

Abu Shurayh reported that he said to Amr bin Saeed, while he was dispatching troops to Mecca, "Permit me, commander, to relate to you a statement the Messenger of Allah ﷺ made on the day after the conquest of Mecca. My own ears heard it, my heart retained it, and my eyes saw him as he spoke. He praised Allah and extolled Him, then said, 'Mecca was made sacred by Allah, not by people. It is not lawful for any man who believes in Allah and the Last Day to shed blood in it or to cut down any of its trees. If anyone seeks license on the basis that the Messenger of Allah ﷺ fought there, tell him that Allah granted permission to His Messenger but has not granted it to you. He permitted it to me only for a single hour of one day, and its sanctity has returned today as it was yesterday. Let the one present convey this to the one absent.'"Abu Shurayh was then asked, "What did Amr say to you?"He replied, "Amr said, 'I know that better than you, Abu Shurayh. The sacred precinct does not grant refuge to a rebel, nor to one fleeing after shedding blood, nor to one fleeing with stolen goods.'"

عن أبي شريح العدوي

أنه قال لعمرو بن سعيد وهويبعث البعوث إلى مكة: الذن لي أيها الأمير أحدلك قولا قام به رسول الله ﷺ الغد يوم الفتح، سمعته أذناي ووعاه قلبي، وأبصرته عيناي، حين تكلم به: أنه حمد الله وأثنى عليه ثم قال: إن مكة حرمها الله ولم يحرمها الناس، لا يحل لامري يؤمن بالله واليوم الآخر أن يسفك بهادما، ولا يعضد بها شجرا، فإن أحد ترخص لقتال رسول الله ﷺ فيهافقولوا له: إن الله أذن لرسوله، ولم يأذن لكم. وإنما أذن لي فيها ساعة من نهار، وقد عادت حرمتها اليوم كحرمتها بالأمس، وليبلغ الشاهدالغائب فقيل لأبي شريح: ماذا قال لك عمرو؟ قال: قال أنا أعلم بذلك منك يا أبا شريح، إن الحرم لا يعيذ عاصبا، ولا فارا بدم، ولا فارا بخربة.
