The Messenger of Allah ﷺ forbade picking up lost items dropped by pilgrims.

Muslim narrated it in the Book of Lost Property (1724) through several routes from Abdullah bin Wahb, who said, Amr bin Harith informed me, from Bukayr bin Abdullah bin Ashaj, from Yahya bin Abdullah bin Abdul-Rahman bin Hatib, from Abdul-Rahman bin Uthman, and he related it.Ibn Wahb said, "As for lost property found by a pilgrim, he should leave it so that its owner may find it." Abu Dawud (1719) and Ibn Hibban (4896) mentioned this. However, there is nothing preventing one from picking it up in order to safeguard it in a secure, known place, such as a government depository, so that the pilgrim may return and find it there. The prohibition is only meant to apply to taking it as one's own property.Munziri said, "The sahih view is that if someone finds lost property within the sacred precinct, he is not permitted to take it except in order to preserve it for its owner, and he must continue to announce it indefinitely, unlike lost property found in other lands, which one is permitted to pick up with the intention of keeping it as his own. Some scholars, however, held that the ruling on lost property in Makkah is the same as the ruling on lost property in other lands." End of quote.
