Kurayb reported,

Someone said to Abdullah bin Abbas, "Abu Abbas, what do you make of your statement that no pilgrim who did not bring along a sacrificial animal can perform the tawaf around the Kabah without exiting his pilgrim state through an Amra, and that no pilgrim who did bring along his sacrificial animal can perform the tawaf without combining an Amra and a Hajj? People do not say this."He replied, "Woe to you. The Messenger of Allah ﷺ set out, and those of his companions with him spoke of nothing but Hajj. Then the Messenger of Allah ﷺ commanded those who had not brought a sacrificial animal with them to perform the tawaf around the Kabah and exit their pilgrim state through an Amra. One of the men would say, 'Messenger of Allah, but it is Hajj!' And the Messenger of Allah ﷺ would reply, 'It is not Hajj, it is an Amra.'"
