Ata said, "No one who circumambulates the House, whether performing hajj or not, does so without thereby leaving the state of consecration."I, Ibn Jurayj, asked Ata, "On what basis is that said?"He replied, "On the basis of the words of Allah, 'then their place of sacrifice is at the Ancient House' [Hajj 22:33]."I said, "But that applies only after standing at Arafah."He answered, "Ibn Abbas used to say that it applies both after Arafah and before it. And he derived that from the Prophet's ﷺ command, when he ordered them to leave the state of consecration during the Farewell Pilgrimage."
لا يطوف بالبيت حاج ولا غير حا إلا حل قلت (أي ابن جريج) لعطاء من أبن يقول ذلك؟ قال: من قول الله تعالى: {ثم محلها إلى البيت العتيق} قال: قلت فإن ذلك بعد المعرف؟ فقال: كان ابن عباس يقول: هو بعد المعرف وقبله. وكان يأخذ ذلك من أمر النبي ﷺ حين أمرهم أن يحلوا في حجة الوداع.
Bukhari narrated it in the Book of Military Expeditions (4396), and Muslim in the Book of Hajj (1245), both from the hadith of Ibn Jurayj, who said, Ata told me, Ibn Abbas used to say (then he mentioned it). The wording given is that of Muslim. The wording of Bukhari is similar, except that he placed the Prophet's ﷺ command before his statement that this was after the standing at Arafah and before it.
