Abdullah bin Abbas reported,

In the early days of the pilgrimage, people used to trade at Mina, Arafah, the market of Dhul-Majaz, and during the seasons of Hajj. They became apprehensive about conducting trade while in the state of pilgrim sanctity, so Allah, glorified is He, revealed, "There is no blame upon you for seeking bounty from your Lord" [Baqarah 2:198], meaning during the seasons of Hajj.He said, Ubayd bin Umayr told me that he used to recite it this way in the mushaf.

عن عبد الله بن عباس، قال

إن الناس في أول الحج كانوا يتبايعون بمنى وعرفة وسوق ذي المجاز، ومواسم الحج فخافوا البيع وهم حرم فأنزل الله سبحانه: {ليس عليكم جناح أن تبتغوا فضلا من ربكم} في مواسم الحج. قال: فحدثني عبيد بن عمير أنه كان يقرؤها في المصحف.
