The Messenger of Allah ﷺ said, "The needy person is not the one who is turned away with a date or two, or a morsel or two. The truly needy person is the one who refrains from asking. Recite, if you wish, 'They do not beg from people persistently' [Baqarah 2:273]."
أن رسول الله ﷺ قال: ليس المسكين بالذي ترده التمرة والتمرتان ولا اللقمة واللقمتان، إنما المسكين المتعفف اقرءوا إن شئتم: {لا يسألون الناس الحافا} [البقرة: ٢٧٣].
Bukhari narrated it in tafsir (4539), and Muslim in zakat (1039), both from the hadith of Muhammad bin Jafar, who said, Sharik bin Abu Nimr told me that Ata bin Yasar and Abdul-Rahman bin Abu Amra Ansari said, "We heard Abu Hurairah say," and he related it.
