Tawus reported,

I knew people from among the companions of the Messenger of Allah ﷺ who used to say, "Everything is by decree."He said, I heard Abdullah bin Umar say, "The Messenger of Allah ﷺ said, 'Everything is by decree, even incapacity and shrewdness,' or, 'shrewdness and incapacity.'"

عن طاوس أنه قال

أدركت ناسا من أصحاب رسول الله ﷺ يقولون: كل شيء بقدر، قال: وسمعت عبد الله بن عمر يقول: قال رسول الله ﷺ: كل شيء بقدر، حتى العجز والكيس أو الكيس والعجز.
