Maqil bin Yasar reported,

Maqil said, "I had a sister whose hand was being sought from me. A cousin of mine came to me, and I married her to him. Then he divorced her with a divorce from which he could still take her back, but he left her alone until her waiting period had expired. Later, when she was again being sought in marriage, he came to me asking for her hand, and I said, 'By Allah, I will never marry her to you.'"He continued, "It was concerning me that this verse was revealed, 'And when you have divorced women and they have completed their waiting period, do not prevent them from marrying their husbands' [Baqarah 2:232]."He said, "So I made expiation for my oath and married her to him."

Sahih

His saying, "And when you divorce women and they have reached their term, then retain them in kindness or release them in kindness. And do not retain them to cause harm so that you transgress. And whoever does that has wronged himself. And do not take the verses of Allah in jest. And remember the favor of Allah upon you and what He has revealed to you"
