I do not know it except from the Prophet ﷺ, who said, "Excess water must not be withheld in order to prevent the use of surplus pasture."
حدثنا عبد الرزاق أخبرنا معمر عن يحيى بن أبي كثير عن أبي سلمة
لا أعلمه إلا عن النبي ﷺ قال لا يمنع فضل الماء ليمنع به فضل الكلإ
Its isnad is sahih. Yahya bin Abu Kathir - the word [Abu] was omitted in J. This is a clear printing error, which we have corrected from the manuscripts. The hadith with this same isnad has already appeared at 7683.
