Salim reported,

Abdullah bin Umar used to give legal rulings according to the dispensation of tamattu that Allah had revealed and that the Messenger of Allah ﷺ had established as sunnah.People would say to Ibn Umar, "How can you contradict your father, when he forbade this?"Abdullah would reply to them, "Woe to you, will you not fear Allah? Even if Umar forbade it, he did so seeking what he believed was better, hoping thereby to achieve a more complete umrah. So why do you forbid what Allah has made lawful and what the Messenger of Allah ﷺ himself practiced? Is the Messenger of Allah ﷺ more deserving that you follow his sunnah, or the practice of Umar? Umar did not tell you that umrah during the months of hajj is forbidden. Rather, he said that the most complete way to perform umrah is to do it separately, outside the months of hajj."

عن سالم قال

كان عبد الله بن عمر يفتي بالذي أنزل الله عز وجل من الرخصة بالتمتع وسن رسول الله ﷺ فيه فيقول ناس لابن عمر كيف تخالف أباك وقد نهى عن ذلك فيقول لهم عبد الله ويلكم ألا تتقون الله إن كان عمر نهى عن ذلك فيبتغي فيه الخير يلتمس به تمام العمرة فلم تحرمون ذلك وقد أحله الله وعمل به رسول الله ﷺ أفرسول الله ﷺ أحق أن تتبعوا سنته أم سنة عمر إن عمر لم يقل لكم إن العمرة في أشهر الحج حرام ولكنه قال إن أتم العمرة أن تفردوها من أشهر الحج
