The Messenger of Allah ﷺ said, "There will come after me rulers who say what they do not do, and do what they have not been commanded to do."
حدثنا هاشم بن القاسم حدثنا عاصم يعني ابن محمد بن زيد بن عبد الله بن عمر عن عامر بن السمط عن معاوية بن إسحاق عن عطاء بن يسار
قال رسول الله ﷺ سيكون أمراء بعدي يقولون ما لا يفعلون ويفعلون ما لا يؤمرون
Its isnad is sahih. Asim bin Muhammad bin Zayd bin Abdullah bin Umar bin Khattab is trustworthy. Ahmad, Ibn Main, Abu Dawud, and others considered him trustworthy, and the compilers of the six books cited him. Ibn Abu Hatim gave his biography in al-Jarh wal-Tadil 3/1/350.Muawiya bin Ishaq bin Talha bin Ubaydullah, Abu Azhar Kufi, was a trustworthy successor. Ahmad, Nasai, Ibn Saad, and others considered him trustworthy, and Bukhari gave his biography in al-Kabir 4/1/33.I have not found this hadith anywhere other than this place. Its meaning will come later in another hadith from Ibn Masud through a different route, number 4379, and it is perhaps for this reason that the author of Majma al-Zawaid did not mention it.
