Abu Firas reported,

Umar bin Khattab delivered a sermon and said,"People, we used to know you only when the Prophet ﷺ was among us, when revelation was being sent down, and when Allah would inform us about your affairs. But now the Prophet ﷺ has departed and revelation has ceased, so we can only judge you by what we now tell you. Whoever shows us good, we will think well of him and love him for it, and whoever shows us evil, we will think ill of him and hate him for it. Your inner secrets are between you and your Lord.There was a time when I used to assume that whoever recited the Quran sought Allah and what is with Him. But lately it has become clear to me that some men recite it seeking what people possess. So seek Allah through your recitation, and seek Him through your deeds.By Allah, I do not send my governors out to you to beat your skins or to seize your wealth. I send them only to teach you your religion and your Sunnah. So if any of them does anything beyond that to anyone, let him bring the matter to me. By the One in whose hand is my soul, I will retaliate against him on the victim's behalf."Amr bin As sprang up and said, "Commander of the Faithful, do you really mean that if a Muslim man is in charge of subjects under his care and he disciplines one of them, you would impose retaliation on him?"Umar replied, "Yes, by the One in whose hand is the soul of Umar, I would impose retaliation on him. I saw the Messenger of Allah ﷺ allow retaliation to be taken from himself. Do not strike the Muslims and humiliate them. Do not keep them mobilized on long campaigns and so cause them to fall into trial. Do not withhold their rights and so drive them to disbelief. And do not station them in dense thickets and so cause them to perish."

عن أبي فراس قال

خطب عمر بن الخطاب رضي الله عنه فقال يا أيها الناس ألا إنا إنما كنا نعرفكم إذ بين ظهرينا النبي ﷺ وإذ ينزل الوحي وإذ ينبئنا الله من أخباركم ألا وإن النبي ﷺ قد انطلق وقد انقطع الوحي وإنما نعرفكم بما نقول لكم من أظهر منكم خيرا ظننا به خيرا وأحببناه عليه ومن أظهر منكم لنا شرا ظننا به شرا وأبغضناه عليه سرائركم بينكم وبين ربكم ألا إنه قد أتى علي حين وأنا أحسب أن من قرأ القرآن يريد الله وما عنده فقد خيل إلي بآخرة ألا إن رجالا قد قرءوه يريدون به ما عند الناس فأريدوا الله بقراءتكم وأريدوه بأعمالكم ألا إني والله ما أرسل عمالي إليكم ليضربوا أبشاركم ولا ليأخذوا أموالكم ولكن أرسلهم إليكم ليعلموكم دينكم وسنتكم فمن فعل به شيء سوى ذلك فليرفعه إلي فوالذي نفسي بيده إذن لأقصنه منه فوثب عمرو بن العاص فقال يا أمير المؤمنين أورأيت إن كان رجل من المسلمين على رعية فأدب بعض رعيته أئنك لمقتصه منه قال إي والذي نفس عمر بيده إذن لأقصنه منه وقد رأيت رسول الله ﷺ يقص من نفسه ألا لا تضربوا المسلمين فتذلوهم ولا تجمروهم فتفتنوهم ولا تمنعوهم حقوقهم فتكفروهم ولا تنزلوهم الغياض فتضيعوهم
