The Messenger of Allah ﷺ used to recite in the two rakahs of Fajr, "Say, O disbelievers" and "Say, He is Allah, the One."He said, and Khalid, meaning Ati, narrated to us from Ibn Sirin from Ayesha, who said, "The Messenger of Allah ﷺ used to recite them quietly."

أن رسول الله ﷺ كان يقرأ في ركعتي الفجر بقل يا أيها الكافرون وقل هو الله أحد قال وحدثنا عن خالد يعني عليا عن ابن سيرين عن عائشة قالت وكان رسول الله ﷺ يسر بهما
