The Messenger of Allah ﷺ said, and Yazid said, I heard the Messenger of Allah ﷺ say, "Whoever suffers a killing or a wounding, the khabl meaning a wound, has the choice between one of three things, either to retaliate, or to take the blood-money, or to pardon. If he wants a fourth, then restrain him. If he does any of these things and then transgresses afterward and kills, then for him is the Fire, abiding therein eternally."
حدثنا محمد بن سلمة الحراني عن ابن إسحاق ويزيد بن هارون قال أنبأنا محمد بن إسحاق عن الحارث بن فضيل عن سفيان بن أبي العوجاء قال يزيد السلمي
قال رسول الله ﷺ وقال يزيد سمعت رسول الله ﷺ يقول من أصيب بدم أو خبل الخبل الجراح فهو بالخيار بين إحدى ثلاث إما أن يقتص أو يأخذ العقل أو يعفو فإن أراد رابعة فخذوا على يديه فإن فعل شيئا من ذلك ثم عدا بعد فقتل فله النار خالدا فيها مخلدا
Its isnad is daif because of Sufyan bin Abu Awjaa Sulami. There is doubt about him, though Ibn Hibban rated him trustworthy, and there is also the obscurity of Fudayl narrating from Sufyan. However, it has corroborating narrations.As for Muhammad bin Salama bin Abdullah Harrani Bahili, he is trustworthy, having a narration in Muslim, and Ibn Hibban and Ibn Saad both rated him trustworthy. The same applies to Harith bin Fudayl Ansari Khatmi.The hadith was narrated by Abu Dawud (4/169, no. 4496) in the chapter on blood money, "the ruler orders pardon," by Ibn Majah (2/876, no. 2623), and by Darimi (2/247, no. 2351).
