I did not send my governors to strike your skin or seize your wealth. Whoever has been treated in such a way, let him bring his case to me, and I will grant him retaliation against the offender.Amr bin As asked, "If a man disciplines someone under his authority, would you grant retaliation against him?"He replied, "Yes, by the One in whose hand is my soul, I would grant retaliation against him. I saw the Messenger of Allah ﷺ grant retaliation against himself."
حدثنا أبو صالح أخبرنا أبو إسحق الفزاري عن الجريري عن أبي نضرة عن أبي فراس قال خطبنا
إني لم أبعث عمالي ليضربوا أبشاركم ولا ليأخذوا أموالكم فمن فعل به ذلك فليرفعه إلي أقصه منه قال عمرو بن العاص لو أن رجلا أدب بعض رعيته أتقصه منه قال إي والذي نفسي بيده أقصه وقد رأيت رسول الله ﷺ أقص من نفسه
[Its isnad is daif] Nasai narrated it in Qasama, chapter on retaliation against rulers, hadith no. 4781, from the hadith of Jareeri, in abridged form, and Ibn Jarud graded it sahih, hadith no. 844.Abu Firas Nahdi is mastur (obscure), and Abu Zura did not know him.
