He was a companion. He said that the Messenger of Allah ﷺ said, "Take to every dark bay horse with a white blaze and white-stockinged legs, or every chestnut with a blaze and white-stockinged legs, or every black horse with a blaze and white-stockinged legs."

[Its chain is daif] Nasai narrated it, Horses, chapter on what is preferred regarding the markings of horses, no. 3595, from the hadith of Hisham bin Saeed, with this wording. Aqeel bin Shuayb is unknown (Taqrib). Part of the hadith has corroborating narrations in Ibn Hibban, no. 1633, and elsewhere.
