The Prophet ﷺ granted the shepherds permission to throw the pebbles one day and skip the next.
حدثنا مسدد حدثنا سفيان عن عبد الله ومحمد ابني أبي بكر عن أبيهما
أن النبي ﷺ رخص للرعاء أن يرموا يوما ويدعوا يوما
[Sahih] See the previous hadith. Bayhaqi (5/151) also narrated it from the hadith of Abu Dawud with the same content.
