Ibn Muamar wanted to arrange a marriage for his son, so he sent me to Abban bin Uthman, who was in charge of the pilgrimage season in Makkah. I came to him and said, "Your brother wishes to marry his son off, and he would like you to be present as a witness."Abban replied, "I can only think of him as a coarse bedouin. A man in ihram may neither marry nor give anyone in marriage," or something to that effect.He then narrated the same ruling from Uthman, tracing it back to the Prophet ﷺ.

أراد ابن معمر أن ينكح ابنه فبعثني إلى أبان بن عثمان وهو أمير الموسم بمكة فأتيته فقلت إن أخاك يريد أن ينكح ابنه فأحب أن يشهدك ذلك قال لا أراه إلا أعرابيا جافيا إن المحرم لا ينكح ولا ينكح أو كما قال ثم حدث عن عثمان مثله يرفعه
[Its isnad is sahih]. Muslim also transmitted it in the Book of Marriage, chapter on the prohibition of a person in the state of ihram getting married, and the disapproval of him proposing marriage, hadith no. 1409, from the hadith of Ayub with the same wording.On this subject there is also a report from Abu Rafi [to come, no. 841] and Maymuna [Muslim, hadith no. 1411].
