The Prophet ﷺ sent Abu Bakr and ordered him to announce these statements, then he sent Ali after him. While Abu Bakr was on part of the way, he heard the groaning of the Messenger of Allah's ﷺ she-camel al-Qaswa, so Abu Bakr came out alarmed, thinking it was the Messenger of Allah ﷺ, but instead it was Ali. Ali handed him the letter from the Messenger of Allah ﷺ and ordered Ali to announce these statements.So they set out and performed the pilgrimage. Ali stood during the days of Tashriq and proclaimed, "The covenant of Allah and His Messenger is free from every polytheist. Travel freely throughout the land for four months. After this year, no polytheist shall perform the pilgrimage, no one shall circumambulate the House naked, and none shall enter Paradise except a believer."Ali would call out the announcement, and whenever he grew tired, Abu Bakr would stand up and call it out.

بعث النبي ﷺ أبا بكر وأمره أن ينادي بهؤلاء الكلمات ثم أتبعه عليا فبينا أبو بكر في بعض الطريق إذ سمع رغاء ناقة رسول الله ﷺ القصواء فخرج أبو بكر فزعا فظن أنه رسول الله ﷺ فإذا هو علي فدفع إليه كتاب رسول الله ﷺ وأمر عليا أن ينادي بهؤلاء الكلمات فانطلقا فحجا فقام علي أيام التشريق فنادى ذمة الله ورسوله بريئة من كل مشرك فسيحوا في الأرض أربعة أشهر ولا يحجن بعد العام مشرك ولا يطوفن بالبيت عريان ولا يدخل الجنة إلا مؤمن وكان علي ينادي فإذا عيي قام أبو بكر فنادى بها

[Its chain of transmission is daif]. Hakim also narrated it, 3/51-52, from the hadith of Abbad bin Awwam through this route, and he graded it sahih, and Dhahabi agreed with him. Hakam bin Utayba is a mudallis and he narrated it using "an" (indicating possible concealment of the source), but the essence of the hadith is sahih. Bukhari narrated it, no. 4656, and Muslim, no. 1347, and others besides them.
