The Prophet ﷺ said, "Surplus water must not be withheld in order to prevent others from grazing their animals on the pasture."
حدثنا قتيبة حدثنا الليث عن أبي الزناد عن الأعرج
أن النبي ﷺ قال لا يمنع فضل الماء ليمنع به الكلأ
Agreed upon [by Bukhari and Muslim]. Muslim narrated it in the Book of Musaqah, chapter on the prohibition of selling surplus water found in the wilderness, etc., hadith no. 1566, from Qutayba, and Bukhari, hadith no. 2353, from the hadith of Abu Zinad, through this same chain.
