The Messenger of Allah ﷺ wrote a letter to the people of Yemen containing the inheritance shares, the sunnahs, and the blood-money payments, and he sent it with Amr bin Hazm. It was read out to the people of Yemen, and this is its text."From Muhammad the Prophet ﷺ to Shurahbil bin Abd Kulal, Naeem bin Abd Kulal, and Harith bin Abd Kulal, the chiefs of Dhu Ruayn, Maafir, and Hamdan. To proceed."And in his letter was the following. Whoever kills a believer wrongfully, and this is established by clear evidence, is subject to retaliation unless the relatives of the slain man are content with compensation. For a life, the blood money is one hundred camels. For a nose, when it is cut off completely, the full blood money. For the tongue, the full blood money. For the two lips, the full blood money. For the two testicles, the full blood money. For the male organ, the full blood money. For the backbone, the full blood money. For the two eyes, the full blood money. For one leg, half the blood money. For a wound reaching the membrane of the brain, a third of the blood money. For a wound penetrating the body cavity, a third of the blood money. For a wound that dislocates bone, fifteen camels. For each finger of the hand and each toe of the foot, ten camels. For a tooth, five camels. For a wound that lays bare the bone, five camels. A man is to be killed for killing a woman. Those who deal in gold owe one thousand dinars.Muhammad bin Bakkar bin Bilal differed with him. He said, "For one eye, half the blood money. For one hand, half the blood money. For one leg, half the blood money."Abu Abdul-Rahman said, "This is closer to what is correct, and Allah knows best. Sulayman bin Arqam is abandoned in hadith, and Yunus narrated this hadith from Zuhri in mursal form."
أخبرنا الهيثم بن مروان بن الهيثم بن عمران العنسي قال حدثنا محمد بن بكار بن بلال قال حدثنا يحيى قال حدثنا سليمان بن أرقم قال حدثني الزهري عن أبي بكر بن محمد بن عمرو بن حزم عن أبيه عن جده أن رسول الله ﷺ كتب إلى أهل اليمن بكتاب فيه الفرائض والسنن والديات وبعث به مع عمرو بن حزم فقرئ على أهل اليمن هذه نسخته فذكر مثله إلا أنه قال وفي العين الواحدة نصف الدية وفي اليد الواحدة نصف الدية وفي الرجل الواحدة نصف الدية قال أبو عبد الرحمن وهذا أشبه بالصواب والله أعلم وسليمان بن أرقم متروك الحديث وقد روى هذا الحديث يونس عن الزهري مرسلا
