Bilal bin Harith reported,

Suraqa asked, "Messenger of Allah, is the conversion of Hajj into Umrah only for us, or for everyone in general?"He replied, "It is only for us."

Its isnad is daif. Abu Dawud narrated it in the chapters on Hajj, in the section on a man who enters ihram for Hajj then makes it an Umrah, hadith 1808, from the hadith of Abdul-Aziz bin Muhammad Darawardi, through him. It is also in al-Kubra, hadith 3790.Harith bin Bilal is mastur.
