Whoever performs the lesser pilgrimage in Shawwal, or in Dhul-Qaidah, or in Dhul-Hijjah, and then remains in Makkah until Hajj comes upon him, is one who has combined the two pilgrimages, if he then performs Hajj. So "whatever offering is easy to obtain, and whoever cannot find one must fast three days during the Hajj and seven when he returns" [Baqarah 2:196].
