Yahya bin Saeed reported,

Umar bin Abdul-Aziz set out early on the day of Arafah from Mina and heard the takbir being raised loudly, so he sent the guards to call out among the people, "People, it is the talbiyah that is called for."

أن عمر بن عبد العزيز غدا يوم عرفة من منى فسمع التكبير عاليا فبعث الحرس يصيحون في الناس أيها الناس إنها التلبية
