Qasim bin Muhammad reported,

Concerning Allah's words "There is no blame upon you for hinting at a proposal to women or for keeping it within yourselves. Allah knows that you will speak of them. But do not make a secret promise to them, except that you speak honorable words" [Baqarah 2:235], this means that a man may say to a woman who is still in her waiting period following her husband's death, "You are truly precious to me, and I do desire you, and Allah will surely bring you good and provision," and other words of that sort.

و حدثني عن مالك

عن عبد الرحمن بن القاسم عن أبيه أنه كان يقول

في قول الله تبارك وتعالى {ولا جناح عليكم فيما عرضتم به من خطبة النساء أو أكننتم في أنفسكم علم الله أنكم ستذكرونهن ولكن لا تواعدوهن سرا إلا أن تقولوا قولا معروفا} أن يقول الرجل للمرأة وهي في عدتها من وفاة زوجها إنك علي لكريمة وإني فيك لراغب وإن الله لسائق إليك خيرا ورزقا ونحو هذا من القول
