Abu Saeed Khudri reported,

The Messenger of Allah ﷺ said, "The best form of jihad is a word of justice spoken before a tyrannical ruler."

[Hasan] Related by Tirmidhi, chapter on Fitan, section "What has been said about the best jihad being a word of justice before an unjust ruler," no. 2174, from Qasim bin Zakariya, with this chain, and he said, Hasan gharib. The following hadith serves as a corroborating witness for it. See Nayl al-Maqsud fi al-Talīq ala Sunan Abu Dawud, no. 4344.
