Ubayy reported,

Ali رضي الله عنه addressed us from a pulpit made of baked brick, wearing a sword from which a written document was suspended. He said, "By Allah, we have no book to recite except the Book of Allah and what is in this document."He then unrolled it, and it contained rulings on the ages of camels used in blood-money payments. It also stated, "Madinah is sacred ground from Ayr to such-and-such. Whoever introduces an innovation into it, upon him is the curse of Allah, the angels, and all people. Allah will accept from him neither obligatory nor voluntary acts of worship."It also contained, "The protection granted by the Muslims is one, the lowest of them may extend it. Whoever betrays a Muslim's pledge of protection, upon him is the curse of Allah, the angels, and all people. Allah will accept from him neither obligatory nor voluntary acts of worship."It also contained, "Whoever attaches himself as a client to a people without the permission of his own patrons, upon him is the curse of Allah, the angels, and all people. Allah will accept from him neither obligatory nor voluntary acts of worship."

حدثنا عمر بن حفص بن غياث حدثنا أبي حدثنا الأعمش حدثني إبراهيم التيمي حدثني

أبي قال

خطبنا علي رضي الله عنه على منبر من آجر وعليه سيف فيه صحيفة معلقة فقال والله ما عندنا من كتاب يقرأ إلا كتاب الله وما في هذه الصحيفة فنشرها فإذا فيها أسنان الإبل وإذا فيها المدينة حرم من عير إلى كذا فمن أحدث فيها حدثا فعليه لعنة الله والملائكة والناس أجمعين لا يقبل الله منه صرفا ولا عدلا وإذا فيه ذمة المسلمين واحدة يسعى بها أدناهم فمن أخفر مسلما فعليه لعنة الله والملائكة والناس أجمعين لا يقبل الله منه صرفا ولا عدلا وإذا فيها من والى قوما بغير إذن مواليه فعليه لعنة الله والملائكة والناس أجمعين لا يقبل الله منه صرفا ولا عدلا
