Among the Children of Israil there was retaliation but no blood-money. So Allah said to this nation, "Prescribed for you is legal retribution for those murdered" up to the verse "But whoever overlooks from his brother anything" [Baqarah 2:178].Ibn Abbas said, "Pardoning means that he accepts blood-money in cases of intentional killing."He said regarding "there should be a suitable follow-up", "It means that the claimant pursues his right with kindness and the payer fulfills it with good conduct."

كانت في بني إسرائيل قصاص ولم تكن فيهم الدية فقال الله لهذه الأمة {كتب عليكم القصاص في القتلى} إلى هذه الآية {فمن عفي له من أخيه شيء} قال ابن عباس فالعفو أن يقبل الدية في العمد قال {فاتباع بالمعروف} أن يطلب بمعروف ويؤدي بإحسان
