Ask Ibn Abbas about these two verses, what is their ruling, "And do not kill the soul which Allah has forbidden except by right" and "And whoever kills a believer intentionally".So I asked Ibn Abbas, and he said, "When the verse in al-Furqan was revealed, the polytheists of Mecca said, 'We have killed the soul which Allah has forbidden, we have called upon another god alongside Allah, and we have committed grave indecencies.' So Allah revealed "Except those who repent and believe" [Furqan 25:70], and this verse is for them. As for the verse in an-Nisa, it concerns the man who, after knowing Islam and its laws, then commits murder. His recompense is Hell."I mentioned this to Mujahid, and he said, "Except for one who feels remorse."

سل ابن عباس عن هاتين الآيتين ما أمرهما {ولا تقتلوا النفس التي حرم الله إلا بالحق} {ومن يقتل مؤمنا متعمدا} فسألت ابن عباس فقال لما أنزلت التي في الفرقان قال مشركو أهل مكة فقد قتلنا النفس التي حرم الله ودعونا مع الله إلها آخر وقد أتينا الفواحش فأنزل الله {إلا من تاب وآمن} الآية فهذه لأولئك وأما التي في النساء الرجل إذا عرف الإسلام وشرائعه ثم قتل فجزاؤه جهنم فذكرته لمجاهد فقال إلا من ندم
