We have no book to read except the Book of Allah the Exalted and what is in this document.He said, "It contains rules concerning wounds, the ages of camels for blood-money, and the ruling that Madinah is a sanctuary between Ayr and such-and-such. Whoever introduces an innovation in it or shelters one who does so, upon him is the curse of Allah, the angels, and all people. Neither obligatory nor voluntary worship will be accepted from him. Whoever claims allegiance to other than his own masters, the same applies to him. The protection granted by the Muslims is one, so whoever violates the protection given by a Muslim, the same applies to him."
حدثني محمد أخبرنا وكيع عن الأعمش عن إبراهيم التيمي عن أبيه قال
ما عندنا كتاب نقرؤه إلا كتاب الله تعالى وما في هذه الصحيفة فقال فيها الجراحات وأسنان الإبل والمدينة حرم ما بين عير إلى كذا فمن أحدث فيها حدثا أو آوى فيها محدثا فعليه لعنة الله والملائكة والناس أجمعين لا يقبل منه صرف ولا عدل ومن تولى غير مواليه فعليه مثل ذلك وذمة المسلمين واحدة فمن أخفر مسلما فعليه مثل ذلك
