Aslam bin Thalaba reported,

Umar bin Khattab رضي الله عنه appointed a freed slave of his named Hunay over the protected pasture land. He said to him, "Hunay, hold back your hand from the Muslims, and beware of the prayer of the wronged, for the prayer of the wronged is answered. Allow in the man with the small herd and the man with the few sheep, but keep me away from the livestock of Ibn Awf and the livestock of Ibn Affan. If their cattle perish, they can fall back on date palms and crops, but the man with the small herd and the man with the few sheep, if their livestock perish, will come to me with their children saying, 'Commander of the Faithful, Commander of the Faithful.' Am I then to abandon them? May you have no father. Water and pasture are easier for me to provide than gold and silver. By Allah, they think I have wronged them. This is their own land. They fought over it in the days of ignorance, and they embraced Islam upon it. By the One in whose hand my soul is, were it not for the livestock I send out in the path of Allah, I would not have set aside a single hand-span of their land as protected pasture."
