Abu Musa Ashari reported,

The Prophet ﷺ sent me to a people in Yemen. When I returned, he was at al-Batha. He asked, "With what intention did you enter ihram?"I replied, "I entered ihram with the same intention as the Prophet ﷺ."He asked, "Do you have a sacrificial animal with you?"I said, "No."So he instructed me, and I performed tawaf around the House and walked between Safa and Marwa. Then he instructed me to exit ihram, so I went to a woman from my people, and she combed my hair, or washed my head.Then Umar رضي الله عنه arrived and said, "If we follow the Book of Allah, it commands us to complete the rites. Allah says, 'And complete the Hajj and Umrah for Allah' [Baqarah 2:196]. And if we follow the Sunnah of the Prophet ﷺ, he did not exit ihram until he had sacrificed the animal."

حدثنا محمد بن يوسف حدثنا سفيان عن قيس بن مسلم عن طارق بن شهاب

عن أبي موسى رضي الله عنه قال

بعثني النبي ﷺ إلى قوم باليمن فجئت وهو بالبطحاء فقال بما أهللت قلت أهللت كإهلال النبي ﷺ قال هل معك من هدي قلت لا فأمرني فطفت بالبيت وبالصفا والمروة ثم أمرني فأحللت فأتيت امرأة من قومي فمشطتني أو غسلت رأسي فقدم عمر رضي الله عنه فقال إن نأخذ بكتاب الله فإنه يأمرنا بالتمام قال الله {وأتموا الحج والعمرة لله} وإن نأخذ بسنة النبي ﷺ فإنه لم يحل حتى نحر الهدي
