Abu Shurayh reported,

Abu Shurayh said to Amr bin Saeed, while he was dispatching military expeditions to Mecca, "Permit me, commander, to relate to you a statement that the Prophet ﷺ made on the day after the conquest of Mecca. My own ears heard it, my heart retained it, and my own eyes saw him when he spoke it. He praised Allah and extolled Him, then said, 'Mecca was made sacred by Allah, not by people. So it is not permissible for anyone who believes in Allah and the Last Day to shed blood within it or cut down its trees. If anyone seeks justification by citing the Messenger of Allah's ﷺ fighting in it, tell him that Allah granted permission to His Messenger but did not grant it to you. He only permitted it for me for a single hour of one day, and its sanctity returned today as it was yesterday. Let those present convey this to those who are absent.'"Someone asked Abu Shurayh, "What did Amr reply?"He said, "Amr responded, 'I know this better than you, Abu Shurayh. The Sacred Precinct does not give refuge to a rebel, nor to one fleeing after committing murder, nor to one fleeing with stolen property.'"

حدثنا عبد الله بن يوسف قال حدثني الليث قال حدثني سعيد هو ابن أبي سعيد

عن أبي شريح أنه قال

لعمرو بن سعيد وهو يبعث البعوث إلى مكة ائذن لي أيها الأمير أحدثك قولا قام به النبي ﷺ الغد من يوم الفتح سمعته أذناي ووعاه قلبي وأبصرته عيناي حين تكلم به حمد الله وأثنى عليه ثم قال إن مكة حرمها الله ولم يحرمها الناس فلا يحل لامرئ يؤمن بالله واليوم الآخر أن يسفك بها دما ولا يعضد بها شجرة فإن أحد ترخص لقتال رسول الله ﷺ فيها فقولوا إن الله قد أذن لرسوله ولم يأذن لكم وإنما أذن لي فيها ساعة من نهار ثم عادت حرمتها اليوم كحرمتها بالأمس وليبلغ الشاهد الغائب فقيل لأبي شريح ما قال عمرو قال أنا أعلم منك يا أبا شريح لا يعيذ عاصيا ولا فارا بدم ولا فارا بخربة
