When Muawiya ﷺ came to Medina for the pilgrimage, Abdullah bin Umar came to him.Muawiya asked him, "What is your need, Abu Abd al-Rahman?"He replied, "My need is the stipend for the freed slaves, for I saw the Messenger of Allah ﷺ, whenever something came to him, begin with the freed slaves."
أن معاوية ﷺ لما قدم المدينة حاجا جاءه عبد الله بن عمر رضي الله عنهما فقال له معاوية حاجتك يا أبا عبد الرحمن فقال له: حاجتي عطاء المحررين فإني رأيت رسول الله ﷺ أول ما جاءه شيء بدأ بالمحررين.
Ibn Jarud (1114), Tahawi in Sharh Mushkil (4274), and Bayhaqi (6/349) narrated it through Muhammad bin Abdullah bin Abdul-Hakam, who said, Abdullah bin Nafi Sayigh told us, from Hisham bin Saad, from Zayd bin Aslam, from his father, and he related it. Abu Dawud (2951) narrated it from Harun bin Zayd bin Abu Zarqa, who said, my father told us, Hisham bin Saad told us, from Zayd bin Aslam, that Abdullah bin Umar went in to see Muawiya, and he related something similar, but he did not mention "from his father." Both Zayd bin Aslam and his father met Abdullah bin Umar and narrated from him, so the matter concerning this is a light one. The chain is hasan because of Hisham bin Saad, for he is hasan al-hadith.Khattabi said in Maalim Sunan (4/204), "By 'those given freedom' he means the freed slaves, for they are a people who have no register of their own and are only entered as dependents within the register of their patrons. The register was arranged to give precedence to Banu Hashim, then those closest to them in kinship and precedence in Islam, and these people were placed last in mention. So Abdullah bin Umar mentioned them and interceded for giving precedence to their allowances, because of what was known of their weakness and need."Among the reports handed down, from Malik bin Aws bin Hadathan, who said, One day Umar bin Khattab mentioned the fay (spoils) and said, "I have no greater right to this fay than you, nor does any one of us have a greater right to it than another, except that I am placed according to our stations in the Book of Allah and the distribution of the Messenger of Allah ﷺ. So there is the man and his precedence, the man and his valor, the man and his dependents, and the man and his need."Abu Dawud (2950), Ahmad (292), and Bayhaqi (6/346–347) narrated it through Muhammad bin Ishaq, who said, from Muhammad bin Amr bin Ata, from Malik bin Aws bin Hadathan, who said, and he related it. The wording given is that of Abu Dawud. It contains the "an" narration of Ibn Ishaq, who is a mudallis, but it has other routes with Tabarani in Mujam al-Awsat (1312).Abu Ubayd said in al-Amwal (1/377), "Umar's first view was to give precedence based on prior service and merit toward Islam, and this is the well-known position of his view. Abu Bakr's view was equal distribution. Then a view similar to a return to Abu Bakr's position has been reported from Umar." End of quote.
